Barthélémy Toye Dias

Mayor of Dakar, Senegal

Mr. Barthélémy Toye Dias is a product of private Catholic education, he attended the cathedral college, the Saint Michel courses and the Sacré-Coeur college.

Polyglot and farmer, he is passionate about reading and exchanges. He also holds an MBA in Transportation from the University of Maryland and a master’s degree in public business administration from York University in Toronto in Canada. Holder of an MPA (Master of Public Administration) from the National School of Public Administration (ENAP) of Canada and a Master of Finance from the Institut Supérieur des Finances in Dakar.

He served two terms as the Mayor of Mermoz-Sacre Coeur and was elected as Mayor of the City of Dakar in February 2022. He is also elected for the second time Deputy to the National Assembly of Senegal the same year. Additionally, he is President of the World Association of Major Metropolises (METROPOLIS), Vice-President Secretary General of the International Association of French-speaking Mayors (AIMF), Vice-president of the City and Sustainable Development Commission of the Association of French-speaking Mayors (AIMF), Member of the World Council of United Cities and Local Governments (UCLG), Vice-President of the United Cities and Local Governments of Africa (UCLGA), and Co-President of the Global Forum for the Social and Solidarity Economy (GSEF).
