Nampula, Mozambique
Luís Madubula Giquira was elected Mayor of Nampula in September 2023, marking a significant victory for his political party as it regained control of the municipality after a decade under opposition leadership. This transition also signaled a shift from his prolific business career to leading Mozambique’s third-largest city. Before entering politics, Luís built an impressive track record in the business sector as Founder and CEO of Giquira Trading and served as a board member of the Chamber of Commerce and the Confederation of Business of Mozambique, among other leadership roles. His experience in stakeholder engagement and strategic management now informs his approach to governance. Upon assuming office, he committed to making Nampula cleaner and more resilient—from markets and the city center to residential and peripheral areas. To achieve this, he launched the “Orrera Wamphula” campaign, a comprehensive initiative addressing sanitation and solid waste management. Equally important has been his focus on rehabilitating and improving the city’s road network, a key component of a broader safety and resilience strategy aimed at preventing floods and preserving infrastructure during the rainy season.
