Empowering City Leaders to Take their Data Expertise

to the Next level

The AMALI Data Programme (ADP) is a structured, city-level capacity-building initiative designed to strengthen the ability of African municipal governments to collect, manage, analyse, and use data to drive performance management and deliver on their leaders’ legacy goals. Working directly with city leaders and their technical teams, the ADP provides hands-on coaching, technical assistance, and access to self-guided learning resources. The programme supports city governments in establishing a culture of data-driven leadership — one that enhances transparency, accountability, and effective resource allocation across city services.

Our Work

Cohorts supported (2023 – 2025)

Since the inaugural 2023 cohort, the AMALI Data Programme has worked with 26 cities that have received direct coaching, tailored technical support, training, or light touch support from a dedicated City Data Advisor during an 8-month engagement.

Sample Learning Journey

The ADP follows a structured engagement journey spanning approximately one year, from city selection through aftercare. Each phase is designed to build on the last, progressively deepening city teams’ data capabilities and embedding performance management as a sustainable routine.

Our Approach

The goal of the ADP is to empower city leaders and their teams take their data expertise to the next level. The AMALI Data Programme will support Mayors, Governors and their city teams in delivering their legacy goal by providing direct coaching and tailored technical assistance to Identify and close data gaps, create practical a data reporting tools that allow for rigorous monitoring and evaluation of progress, and creating a performance management routine to use data in decision-making process. How We Support City Teams

Weekly Coaching & Technical Assistance

Each city is paired with a dedicated City Data Advisor who provides weekly coaching calls throughout the programme. These sessions combine structured learning with hands-on problem-solving, allowing city teams to apply concepts directly to their own legacy goals and data contexts.

Two In-Person Site Visits

Two immersive, two-day site visits bring the ADP team directly into the city. These visits serve as collaborative workshops where the city data team and key stakeholders co-develop strategies, pilot deliverables, and build the momentum needed to embed data-driven practices into city governance.

Standing Office Hours

The City Data Advisors, Programme Director, and the Urban Governance Research Lab are available on a demand-driven basis to provide additional support for cities that need deeper technical assistance on specific challenges.

Self-Guided Resources & Best Practices

Cities have access to a curated library of GOVEx online courses, toolkits, templates, and best practice guides, enabling team members to deepen their skills at their own pace beyond the structured coaching sessions.
